Why are compact light bulbs not as bright as incandescent bulbs?

Compact bulbs are supposed to operate at a lower wattage for the same lumens. For example, a 14W compact is supposed to be the same as a 65W incandescent, and that's why the compact are supposed to be cheaper. But most people complain that the compact bulb just is not as bright as the corresponding incandescent. Why is that?

Depends on the application sometimes they're good sometimes you need something stronger.
Being that they are fluorescent the light given off is a differant color which may seem dimmer.

Comprising 10 elements and a prism unit in 8 groups, including 1 ED lens and 5 aspherical lenses with 6 aspherical surfaces passing the Leica's stringent standards to deliver exceptional optical performance to the edge. Panasonic introduces DMC-ZS5 / TZ8 compact superzoom: Digital ...

Panasonic has introduced the Lumix DMC-ZS5 (TZ8 ouside the US) with 12x optical zoom starting at a wide 25mm. Successor to the DMC-TZ6, the TZ8 features the company's new Intelligent Resolution technology that applies different image processing to different content within each image. It supports SDXC memory cards and offers manual control. The 14MP camera features the same lens as the ZS7 but with a smaller, 2.7" LCD and Motion JPEG compression for its 720p HD movies.
